You are invited as a property owner, business owner, educational, cultural or government stakeholder within the YCK Laneways District to help to co-design the future of YCK Laneways. YCK Laneways is a Pilot Community Improvement District (CID) under the NSW Government’s Community Improvement District Pilot Program.

YCK Laneways is one of 10 districts that have been awarded grant funding under the Community Improvement District (CID) Pilot Program, proudly funded by the NSW Government.

The CID Pilot Program is an Australian first state-wide program that will test the viability of diverse governance models, strengthening local place economy whilst accelerating public-private partnerships in centres across NSW.

The pilot needs to be stakeholder led - and that is why we are asking you to be involved.

There are several 'business improvement', 'community improvement' or 'improvement' models around the world. The basic concept is businesses, organisations, property owners, governments and communities working together to create quality streets, centres, local economies and community wellbeing. The proposed draft legislation, released for public consultation by Transport for NSW from December 2023 to May 2024, proposes that a CID levy would be charged to landholders, within a defined district, for an approved proposal, with funds administered by an entity to deliver place improvements and drive shared goals across the stakeholders. The YCK Laneways team is exploring options for a draft levy and voting model that we would like to consult on with stakeholders within the YCK Laneways.

What is the Community Improvement District (CID) Pilot Program?

The CID Pilot Program will support eligible entities including YCK Laneways Association to deliver trials that test the viability of CID governance models that strengthen local place economy with the purpose of informing a consistent state-wide approach to CID policy.

The CID Pilot Program aims to meet these objectives:

  • Drive collaboration and partnerships between local government, property owners, and businesses to support and strengthen place economy.

  • Stimulate day and night activity in local centres, and increase visitation and dwell time through place activation, place marketing and branding activities.

  • Advance the recognition, operation and regulation of CID entities in NSW. Trial innovative and creative placemaking interventions and encourage well-managed and maintained public spaces supported by strategic CID planning and community engagement.

  • Support CID policy development for NSW through the evaluation of CID project insights and data.

The NSW Government is currently considering new policy and legislation to make is easier for CIDs to be set up in places where businesses and local communities think they would be useful. The outcomes of the CID Pilot Program will help to build an evidence base to inform CID policy in NSW.

YCK Laneways has been successful alongside 9 other metropolitan and regional districts in NSW.
